First you have to create the web page. For that you need to know/learn HTML or get a program to make the html for you.
Second you need a domain name and web hosting provider so that those files can be viewed on the internet.
Finally, you need to get your files from your computer to the web server. For that you need a program called an FTP client, of which there are numerous free ones available.
